How to Evaluate an EB-5 Regional Center Before Investing
Not every regional center or project offering is equally rigorous, and the consequences of choosing poorly can be significant. Here are general areas worth examining before you commit capital.
Track record
How long has the regional center operated, and what is its general history with prior projects — including approval rates for investor petitions and whether prior projects were completed as described? Past performance doesn't guarantee future results, but a pattern is still informative.
Project economics
Does the underlying business plan generally make commercial sense independent of the EB-5 capital, or does the project appear to depend entirely on investor funds to exist? Independently commercially viable projects are generally considered a healthier sign.
Job creation methodology
How does the project generally plan to create and document the required jobs, and how comfortable are its economists' methodologies and assumptions? This is generally a technical area worth having reviewed by your own professional, not just taking the offering's word for it.
Fee transparency
What administrative and management fees apply, and are they clearly disclosed upfront rather than discovered later? General transparency here is generally a good proxy for transparency elsewhere.
Independent professional review
Perhaps most importantly: have your own qualified immigration professional and licensed financial advisor review any offering independently, rather than relying solely on materials or referrals provided by the project itself.
